It's a short waistcoat, designed for deep wading and keeping your gear out of the river. Has an abundance of pockets both inside and out, I counted 19 pockets or pouches plus large rear pouch for a jacket or similar mostly velcro closure but a few with zippers, dedicated inside pocket for reading or sunglasses.
